The following details installing, configuring, and running a WAMP (Windows Apache MySQL php) Server on a Windows 10 Pro desktop.
First, download from http://www.wampserver.com/en/
If you are already running a previous version, first backup your mysql folder and your www folder, then uninstall it. The uninstall completely removes c:\wamp64 from your machine.

Usually the tricky one is disabling IIS (Windows Internet Information Services). It is listed in Services as “World Wide Web Publishing Service”
After downloading, open the folder. Do NOT run by clicking, but right-click Run as Administrator! The installation will take a couple minutes. During the installation there will be a couple prompts, one to specify a browser and one to specify a text editor. The defaults are Internet Explorer and Notepad. I prefer firefox which is in C:\Program Files\Mozilla Firefox. I am fine with Notepad.

The default login for phpMyAdmin is user root, password blank
If you need to restore a database, stop the MySQL service, drag your database from your archives to C:\wamp64\bin\mysql\mysql5.7.24\data, then restart the MySQL service. Open phpMyAdmin and you should see your database listed.
